An Open Lecture on «Law and Order: Norms of Public Life and Civic Responsibility» Was Held at Turan-Astana University

On September 30, an insightful lecture dedicated to legal culture, constitutional reforms, and the principle of «Law and Order» in modern Kazakhstani society was held for first-year students of Turan-Astana University. The event took place as part of a series of introductory and educational meetings aimed at fostering legal awareness and civic responsibility among young people.

In the context of shaping the New Kazakhstan, the "Law and Order" principle dynamic acquires the significance of not only a legal category but also a crucial social value, as its core meaning extends far beyond the scope of combating offenses.

The invited experts who addressed the freshmen included Bagdaulet Zhandildayev, Deputy of the VII convocation of the Astana City Maslikhat; Zhanar Tusipbekova, a professional mediator; and Gamal Tuzelbayev, Vice-President of the Civil Alliance of Kazakhstan, President of the Eurasian Expert Council, and Head of the «Belsendi Azamat» (Active Citizen) Foundation.

As noted by the University Vice-Rector, Sagat Nurpeisov, such meetings play a key role in youth education: «Shaping a legal culture and a conscious civic position among students is the guarantee of a stable and just future for our country».

During the lecture, the experts elaborated on the relevance of the large-scale transformations in the country, emphasizing the significance of the new Constitution and constitutional reforms, which lay a solid foundation for building a Just Kazakhstan, strengthening democratic institutions, and fostering genuine popular sovereignty. It was noted that the state's Basic Law evolves alongside the demands of society, guaranteeing reliable protection of the rights and freedoms of every citizen.

An important part of the discussion was the role of the institution of mediation as a modern and humane tool for out-of-court dispute resolution. The experts explained to the students why the culture of dialogue, compromise, and reconciliation is becoming a priority in a state governed by the rule of law, effectively reducing the level of conflict in society without the need to go to court.

Special attention was paid to the development of the civil sector and the institution of public councils. The experts emphasized that public councils serve as an essential bridge between the state and the people, ensuring open dialogue, transparency in decision-making, and public oversight over the activities of government agencies. Involving young people in this work is a real opportunity to influence the adoption of meaningful decisions at both local and state levels.

The topic sparked keen interest from the audience: students actively engaged in the dialogue and asked deep questions about the specifics of legislation, dispute resolution, government structure, and personal development, shifting the format from a standard lecture to an open and meaningful discussion.

Holding such events contributes to strengthening the legal culture among student youth and helps freshmen realize the importance of the principles of legality, law, and order, as the university serves as a platform for open dialogue and the formation of a new generation of responsible citizens.
