The Department of Human Resources and Legal Compliance is a core structural division of the University.
Mission: To ensure the sustainable and lawful operation of the University by developing effective HR policies, providing legal protection for the University's interests, and implementing modern approaches to talent management and legal support.
Vision: The Department strives to be a strategic partner to the University leadership, ensuring a high level of legal security, transparency in HR processes, and full compliance with the laws of the Republic of Kazakhstan and international standards.

- General Provisions
The Department of Human Resources and Legal Support (hereinafter referred to as the Department) is a structural unit of the University responsible for:
- HR administration and personnel management;
- Legal support of the University's activities;
- Ensuring compliance with the legislation of the Republic of Kazakhstan and internal regulatory acts;
- Implementation and monitoring of the compliance system.
In its activities, the Department is guided by:
- The legislation of the Republic of Kazakhstan (including labor, civil, and educational law);
- The Charter of the University;
- Internal regulatory acts;
- Decisions of the University's governing bodies.
2. Main Objectives of the Department
1. Ensuring legality in the University's activities;
2. Formulating and implementing HR policy;
3. Legal protection of the University's interests;
4. Minimizing legal and compliance risks;
5. Ensuring compliance with anti-corruption standards and business ethics.
3. Functions in the Area of Human Resources (HR)
The Department:
- Organizes HR record-keeping in accordance with the labor legislation of the Republic of Kazakhstan;
- Ensures processing of employee hiring, transfers, and dismissals;
- Maintains personal files of employees, employment contracts, and personnel orders;
- Ensures timely entry of data into the "e-Enbek" information system;
- Participates in organizing competitive procedures for teaching staff;
- Monitors compliance with labor discipline;
- Participates in developing the staffing schedule;
- Processes leaves, business trips, and sick leave certificates;
- Participates in employee performance evaluation;
- Organizes employee onboarding and training processes;
- Ensures compliance with disciplinary action procedures.
4. Functions in the Area of Legal Support
The Department:
- Conducts legal review of contracts, orders, and other documents;
- Develops and updates internal regulatory acts of the University;
- Represents the University's interests in courts, government agencies, and other organizations;
- Handles pre-trial and litigation work;
- Advises management and structural units on legal matters;
- Provides legal support during inspections (State Labor Inspection, Prosecutor's Office, MES, etc.);
- Analyzes judicial practice and develops recommendations for risk reduction;
8. Participates in preparing responses to government agency inquiries.
5. Functions in the Area of Compliance (Compliance Officer)
Within the Department, the Compliance Officer:
- Ensures the functioning of the compliance system at the University;
- Monitors compliance with legislation and internal policies;
- Implements anti-corruption policy;
- Identifies, assesses, and minimizes compliance risks;
- Conducts compliance checks (internal audits);
- Reviews appeals, complaints, suggestions, and violation reports;
- Develops and implements the code of ethics and corporate conduct;
- Conducts employee training on compliance and anti-corruption matters;
- Participates in counterparty verification;
- Monitors compliance with personal data protection requirements;
- Prepares reports for management on the state of the compliance system.
6. Functions in Risk Management and Internal Control
1. Participation in the University's internal control system;
2. Identification of legal, HR, and reputational risks;
3. Development of measures for their minimization;
4. Participation in preparing the University for inspections and audits;
5. Monitoring the implementation of government agency orders.
7. Interaction
The Department interacts with:
- All structural units of the University;
- Government agencies (courts, labor inspections, MES, etc.);
- Counterparties and partners;
- External consultants and auditors.
8. Rights of the Department
The Department has the right to:
- Request necessary documents and information;
- Participate in inspections and internal investigations;
- Initiate internal inspections;
- Submit proposals to management for improving activities;
- Require compliance with legislation and internal acts.
9. Responsibility
The Department is responsible for:
- The legality of decisions and documents adopted;
- Compliance with HR and legal support deadlines;
- Accuracy of HR documentation maintenance;
- Completeness of legal protection of the University's interests;
- Effectiveness of the compliance system functioning.
